Idaho lets the agreement fix the refund period up to a 30-day ceiling, so a portfolio on a single template has a single known deadline rather than a mixture. That is worth preserving deliberately. Where a community is acquired from another operator, or a second template enters through a different leasing channel, the portfolio silently acquires a second clock and the workflow no longer matches every tenancy.
New-build stock also changes the substance of move-out assessment. In a unit only a few years old the distinction between construction defect, warranty item and tenant damage is live, and only the first two are the owner's to pursue elsewhere. Charging a warranty item to a tenant is both unrecoverable and the kind of claim Idaho's treble exposure is aimed at.
We keep the applicable deposit period on the tenancy record even where the portfolio is uniform, because uniformity is a fact about today rather than a property of the system. When a second template does arrive, the accounting already has somewhere to put it.
Idaho 6-321 lets the LEASE set the refund period within a statutory ceiling: 21 days where the agreement fixes no time, and in any event no more than 30 days after surrender. The deadline is therefore a document question rather than a fixed rule, and a portfolio built from several lease templates has several clocks running at once.
Idaho asks for more than an itemisation. Any refund short of the full deposit must carry a SIGNED statement itemising the amounts retained, the purpose of each, AND a detailed list of EXPENDITURES made from the deposit. That last element is a record of spending rather than of assessment, so the deposit ledger has to connect to the maintenance ledger: charges must trace to invoices, labour records or materials cost. Wrongful withholding carries treble exposure plus fees and costs.
