A statement describing the specific work performed with its actual cost, supported by the invoice, is a different document even when the amount is identical.
In older stock the harder question sits underneath: whether the condition is tenant-caused or ordinary wear. That judgement cannot be made at move-out from the unit alone, it needs the move-in record for comparison. Where the baseline is thin, the honest position is usually that the charge is not supportable, and charging it anyway converts a small recovery into a full dispute with a clock attached.
The dual deadline makes the decision consequential. Choosing to charge moves the tenancy from the 10-day clean path to the 30-day itemised path, so a marginal cleaning charge is not free even when it is arguable. We make that a deliberate call at inspection rather than a default.
Montana runs TWO deadlines. Where inspection finds no damage, no cleaning required and no unpaid rent, and the tenant can demonstrate no unpaid utilities, the deposit must be returned within 10 DAYS. Where deductions are made, the landlord has 30 days to provide a written list of rent due and damage and cleaning charges, delivered with payment of any difference. Operators who run everything on the 30-day assumption are late on every clean move-out.
