Fourteen days is short enough to make the demand the operational trigger for a whole workflow rather than a filing event. When a demand arrives, inspection, costing, itemisation and payment all have to complete inside two weeks. Portfolios that inspect at move-out but only cost and document later have already used most of the window before the work starts.
The demand also has to be captured reliably, because it includes designation of where payment may be made or mailed. That designation is part of what starts the clock and part of what discharges the obligation, so a demand recorded without the payment destination leaves the portfolio unable to either comply or prove it tried.
Pet deposits deserve separate handling in a market with this much student and short-term tenancy. The permitted pet amount is a quarter of one month's periodic rent for that unit, so it moves with rent and has to be recalculated when rent changes rather than carried forward from a prior tenancy.
Nebraska 76-1416 requires the balance and a written itemisation delivered or mailed within FOURTEEN days after demand and designation of where payment may be made or mailed. The clock is tenant-triggered but the window is among the shortest anywhere, so monthly batch processing misses it structurally. A wilful failure not in good faith carries liquidated damages of one month's periodic rent OR twice the deposit, whichever is LESS.
The cap is one month's periodic rent, with a PET deposit of up to one QUARTER of one month's periodic rent permitted in addition. Because the pet amount is a fraction of that unit's rent, a flat company-wide pet figure exceeds it on lower-rent units, so it must be calculated per unit and recalculated when rent changes. The demand must also designate where payment may be made or mailed, and that designation both starts the clock and governs discharge.
