The deposit is returned within two weeks of the tenant moving out. Where the tenant requests a written and itemised accounting of deductions, the landlord has 45 days from that request to provide it. So the payment deadline is one of the shortest in the country while the documentation deadline is one of the longest, and they are triggered by different events.
That structure encourages a specific failure. Because the itemisation is request-driven, portfolios settle the money quickly and never build the supporting file, and then have 45 days to construct an explanation for a deduction taken six weeks earlier. The evidence gathered at that point is inevitably weaker than what was available at inspection.
